We have noted that when an Event Registration is created - either from the event portal or manually from Marketing - it creates both a contact and a lead. We don't want leads to be created, is this possible to configure?

I'm sorry that it is a internal and managed process and we could not change it.
Microsoft gives detailed instructions in the following.

Hi!
You can now turn off creating leads for an event from the event's general tab itself, once you upgrade to the December 2018 release. You can find more about this and new features in our December release blog update - blogs.msdn.microsoft.com/.../announcing-the-dynamics-365-for-marketing-december-2018-update-is-now-available
