I Know we can use Chrome and table browser call to open D365 AOT table.
But my customer can only use IE browser.....
Because I am the system adminsitranor, so I can use IE to open: https://O365 environmen.dynamics.com/?cmp=Legal entity&mi=purchline
But my end-user, they can't upen it, maybe I need to setting up the role in secutity configuration. Who can teach me how to set permissions!!!

Menu items which are not directly available on the menu or those who don't have a property enabled for allow root navigation can't be opened by a normal business user. This is by security design. The system administrator bypasses all security and thus can open it. I would suggest to follow one of the suggested workarounds above. (You already verified one answer, so you have your preferred solution already, I guess.)
I tried with lot of roles but except System Administrator, no role can open the menu item. If you login with System administrator, you don't see "all purchase lines" anywhere.. instead it's always a filtered view...that may be the reason.. suggest that you instead use something like below.
.dynamics.com/?cmp=usmf&mi=PurchLineOpenOrder
If that doesn't suffice requirement, either try to create custom role and see if that works OR use Data Management.
I check my URL, you can see my URL include "mi=purchline"
This is a standard display menu items in the duty, but the role can't open it, and give the msgbox.
Let's first clarify.
Are you trying to access table browser? If yes, you are doing it wrong.
Or, are you trying to open menu item / form "PurchLine"?

I check the role of the user, he already has the duty: Maintain purchase orders, the duty include purchline Menu item display, But End-user can't directly open in via the URL, Maybe I need to recreate a new privilege, or maybe it not open to end-user.
If you want to open table browser with PurchLine table, you need to put "?mi=systablebrowser&tablename=purchline". Instead you provided "mi=purchline" which is a completely different thing. You are asking the system to run menu item called PurchLine, instead of opening the table browser.
Now we understand what you are trying to do. What you should do instead is try to find a report if one exists (there are lot of reports for sales order lines but some of them only show back order lines, some only open etc. However to see everything in one place, search for data entity "Sales order lines....." may have V2 in your environment, leverage that to export the data and your users will have all the information. Create a data export project and control security if they are going to use this in production environment as well. Similarly try for purchase order lines as well.

D365 didn‘t have the standard report of All purchase order line & All sales order line.
But these two statements are very useful...
I just want to give the report for End-user ready-only permission, and I found this funtions in the community.
the privilege that is used is 'Open table browser'. the ultimate role associated with this is 'Information technology manager'. Do know assigning this role would get user many other permissions.
On a separate note as Sukrut mentioned that it's read-only in production environment. Why is that you want to give these permissions to users, you should not. If they need to update data etc. have them get familiarized with Data Entities instead.
Table browser is ready only in tier 2 and prod environments. You can use following url to access it in IE or any other browser.
https://D365 environment>/?mi=SysTableBrowser&prt=initial&cmp=<Legal entity>&tablename=<Table name>
