Physical inventory order calculate lines is not creating lines for items that are qty 0

Hi! 
We are trying to process our year end inventory but every time we try to create the physical inventory items with the calculated line items it’s giving us a way smaller number of items. We believe we have figured it is because those items are currently 0 but we have attempted to turn on the setting which would still populate that and it’s not working. Does anyone know any tips or something we’re simply missing?

    Hi, If it is a Physical Inventory Order, it is similar to the screenshot provided by Valentin.
    More details:
    The following table shows the expected result of different combinations.
    Items Not on Inventory Include Items without Transactions Lines inserted on the order
    Off Off For each item that exists at the chosen location.
    On Off For each item that isn’t in inventory, but has transactions at the chosen location.
    On On For each item that isn’t in inventory and doesn’t have transactions at the chosen location.

    When you run Calculate Inventory, did you check off Items Not on Inventory? You can also try checking off Include Item without Transactions.
