How do I invite External users to an On-Prem Business Central?
It uses an subscription license.
In the cloud version, it can be done with Users --> process --> invite external user.
But that is missing on-prem?
What do I do?

External users cannot use any clients provided by the Dynamics 365 Business Central on-premises, such as the Dynamics 365 Busines Central on-premises Windows client, the Dynamics 365 Business Central on-premises Web client, the Dynamics 365 Business Central on-premises for Windows, the Dynamics 365 Business Central on-premises for iPad or iPhone app, or the Dynamics 365 Business Central on-premises for Android Tablet or Phone app.

To answer your last question. You cannot connect with Win/Web client but you can build a web portal these users can connect to.

For your requirements I think that you should evaluate Team Members license.

External users for onpremise is a type of license that permits you to connect to the system by using web services from external applications. This is a type of license with a low cost and that does not consume user licenses.
