Obviously, System Administrators can access this informaton, but is there a 'developer' role which also gives access so we don't have to make all our developers system administrator?

Yes you are right, the admin role is the only role which have access all over the system. When developers are working to avoid certain pauses in work we give them admin access over the system.
Unfortunately, no such role is present in default to overcome this situation. You would have to make a custom role to give access to certain areas to a developer which would be quite difficult to handle.
