We are getting this error message:
"Customers cannot be deleted while dependent Customer balance statistics exist. Delete dependent Customer balance statistics and try again"
There are not transactions. Why am i getting this message?

You didn't mention before that you imported the customers. Can you tell how this was done? Are you sure nobody else did try to create e.g. a journal line with this customer?
When does this table get populated? Is there a way to prevent it?
Also, I deleted the record from CredManCustBalanceStat. Now getting a different error message:
The Customer 'CUSTXXXXXX' is used in one or more transactions of the following types: Ledger and cannot be deleted
Also, credit management is not enabled. Why, then, is the CredManCustBalanceStat table getting populated when we import.

You can check if there are records for this customer in the table CredManCustBalanceStat. This table is part of the new credit management features. If there is a record in this table, you will get the error you encountered.
