Segment to identify people in database

Hi folks,
 
I have a list of 10,000 people which exists outside of Dynamics 365 marketing database. It has a unique identifier included. How can I create a dynamic segment of these 10,000 people inside marketing module? To do this, I need a field which I could query inside a segment which can identify these 10k people. Do I first need to re-import these 10k people into D365 and put a specific unique value inside an existing field for these records and then query that field to check for that value? OR is there a better option to identify these people? Asking this since I though about putting a standard comment code for these 10k people but don't know if that will work. In the end I just need to send a marketing email to these people using a segment.

    According to your description, if you need to create dynamic segmentation on data external to Datavserse, you need to import the external data into a Lead or Contact entity.
     
    According to the official Microsoft documentation, you can import the data via CSV or Excel template, please refer to the following link for details

    Segment to identify people in database
    Just to clarify that these 10,000 people had an update to one or more fields in past 1 month. They have been existing inside D365 marketing database too. The 10k list was identified using sql backend query. I now want to identify these inside D365 and create a dynamic segment.
