Activity Tracking for File Access will tell you who deleted a transaction file, but a PO is not considered a transaction so it will not track PO deletions

In order to see who deleted a PO, you would need an auditing tool or trigger on that event/table (there are different ways to do this). For example a SQL trigger auditing (tracking) changes the POP10100 table, if it includes capturing deletes, could record who deleted it and time and date stamp etc. Those things would be outside of core GP functionality. There are auditing tools that many ISVs sell (FastPath, Rockton Software to name 2), and there are also possibilities in SQL to just write your own although you'd want to know the tables, the data flow and test thoroughly through all phases of a PO lifecycle (in this case) to ensure the triggers don't cause any harm.
There is Activity Tracking but it's at a very high level, not details that you're asking about.
What about user activity? Is there a way to see if someone deleted PO?

Once data delete from Dynamics GP it is gone forever. GP does not keep deleted data. System won't allowed to delete PO where status is not equal to "NEW".
