Problem with installing Microsoft Dynamics 365 Developer Toolkit

I'm having problem with VSIX Installer, it is throwing this error when I'm trying to get Microsoft Dynamics 365 Developer Toolkit.

Environment:
Visual Studio Professional 2017: Version 15.9.63
Microsoft Dynamics 365 Developer Toolkit
Microsoft Dynamics 365 SDK
Microsoft Dynamics CRM 2016 UII

Issue:
When attempting to install the toolkit using the above-mentioned tools and environment, an error occurs:
Object reference not set to an instance of an object.

I am also getting the same error..

Tried multiple options as per below but still couldn't resolve.. this stops my work for a month now. Need some one's help at asap.. thanks

Tried Central team’s suggestions.

Tried different online suggestions.

Tried to clear digital signature as error log says invalid signature.

Changed the data time format according to another working machine.

Changed OS.

Ran as admin .

changed the laptop and tried there also
