If an audit log is deleted from the audit log management, does this remove the audit history of a record and if so, is there a way to get it back, like from a restore of some sort?

As quoted by Charles, once the audit record is deleted from Audit Log Management, the audit history of record will also be deleted. There is no way to recover a deleted audit record (even using a third party tool like XRM Tool Box Recycle Bin).
Talking about Online environments, you can perform a restore through PPAC indicating the date/time to be restore (online policies will retains the backup for 28 days). Please, see this article for more details: docs.microsoft.com/.../backup-restore-environments

If you delete logs from Audit Management will remove the audit history of a record.
Regarding the recovery of the audit history, I don't think there is an option that can be done unless you took a backup to the database that you can restore if you are on-premises or open a ticket with Microsoft support to restore a backup if you are working with online.
