how to control "Packing slip creation policy" in Load header

Hello,
 
i need to create a Preallocated packing slip id and use this as packing slip number when posting the packing slip.
 
The field Preallocated packing slip id is available in the Shipment and is prepopulted automatically when creating the shiping. To do this we implemented an insert method. This works fine.
 
But to use this Preallocated packing slip id as packing slip number we have to set the parameter Packing slip creation policy in the Load header to SHIPING. Standard is default. With default the packing slip number does not use the preallocated nuber but takes a new one.
With paramater SHIPING the preallocated number is used as packing slip number.
 
Question is how to prepopulate the Packing slip creation policy to SHIPING? Are there any settings at customer master data or warehouse management parameters? I can't find anything.
 
Or do have to programm this?

    Could you please clarify how the packing slip is being posted in your process? For example, is it always posted from the Load (via the warehouse shipment process), or are there cases where it’s posted directly from the Sales Order or Load planning workbench?

    Understanding this will help if customization is necessary to align with your flow.

    Yes, I think so to achieve this you would have to customization as this parameter seems to be only available on the load header.
