We just installed Dyamics 8.2 on premise and we want to enable preview features but we don't see preview tab.
How can we find it?

I think you do, but initial preview was not available on-premise :
"All of these features are available as preview features in the December 2016 update for Microsoft Dynamics 365 (online) and are only available in North American sites that use US English (en-us). Some basic features of the relationship assistant are also available in the December 2016 Service Pack for Microsoft Dynamics 365 (on-premises). "

What features were you interested in?
Some of them are explicitly for online. Example:
