SSRS row height is calculated before column width

I'm following this guide to creating a subreport that can be resized (Chart with dynamic width in first row):

Things are going decently well: The report resizes like I want to and the chart doesn't waste too much space vertically.

However... The row that follows is getting streched to unnecessary heights. At first I thought this was because of missing CanShrink or a bug in the HTML Engine used to display the texts. But then I noticed that the extra space differs from row to row. The report is designed for a minimum width of 4cm and the row heights are the height that is necessary to display the whole text AT a the designed width. (See below. Left the resized report, right the original)

Is there any way to have SSRS recalculate those row heights or calculate the widths first?
