Actuals against budget not calculated

I created and Approved a Cost Budget line with values filled in Task, Role, Resource, Resourcing unit, and Amount. 
I then approve a time entry for the same Task, Role, Resource and Resourcing unit. But when I check the cost actuals I get a message in 'Budget Evaluation Result' that "Budget evaluation could not find a budget line for the dimensions on this actual. This actual will be regarded as unbudgeted spend on the project." 
 
The Budget Match Priorities are as follows. How can I get the actuals calculated?
 
 
I also tried importing the time estimates generated on the project, but it failed with the below error. What am I doing wrong?

The resource assignment with Task Planning and Role  could not be imported to budget line because of the following error:
Budget line can't be saved. Amount should be greater than zero.
******************************************************"

     - Ensure that the budget line dimensions (Task, Role, Resource, Resourcing unit) match exactly with the time entries
    - Make sure these are set correctly to allow matching
    - Confirm that time entries are correctly associated with the budgeted task and resource
    - Ensure all amounts in your import file are greater than zero to avoid import errors
     
    If mismatches persist, consider running a reconciliation process for your project budget. You can also contact Microsoft Support for further assistance

    I encountered the same import error message and the actual issue was that on my master cost and sales price lists, the roles have a resourcing company associated. This (at least at the time I was testing, ~4 months ago) was my issue- as soon as I removed the reference to the resourcing company on the role price, I was able to import and log actuals against my budget.
