GP Web Client Install on Windows 10

Has anyone tried a stand-alone web client installation on Windows 10? I seem to have everything setup (IIS, Certificate, SQL Server), but get a fatal error when trying to install. Tried with GP 2015R2 and GP 2016.

    No specific message in the installer. Just "Fatal Error". Various errors in the Dynamics event log related to not being able to open the GPCONFIGURATION database and count not register https://+48650/SessionCentralService.  I suspect there's a privileges issue but am baffled about what it is.  Tried running as administrator. Added the web client login as sysadmin in SQL.
