MS CRM 2015 Making the Title for Notes Required

I am using MS CRM 2015 on Prem. I would like to make the Title for Notes required on the case(incident) entity. The field is already set business required but it seems when entering notes on an incident it does not require the Title to be entered. The reason for the request is if you click in the notes section on a case the Modified by and when gets updated if no Title is there. Also the notes just look cleaner when there is a title to break the notes up on the screen. Even if the title was auto populated this would solve the issue. Any help on this would be great.

Hi Mike,

The best approach restricting the user to create Note without entering Title is Real TIme Workflow.
