i'm having issues with some of my business rules . I can deactivate them. when I try I get a duplicate record insertion error. I get the same error when I try to migrate the business rule in ether a managed r unmanaged solution (where this issue started for us) .
here are the parameters :
- on premise instance, version 9.0.15.9
- this is the first migration after we applied the 9.0.15.9 patch (we were on the October 2019 patch before that)
- I can activate / deactivate the business in our sandbox environments
- the business rules are set to Entity scope
has anyone seen this error ? is there anyone that know which entity I need to delete the record from to remove the duplicate error .

In one of the articles, it was suggested that a this issue did occur after a recent update and was fixed by a reboot (maybe).

Try collecting Dynamics traces via the method explained below.

The traces should shed more light on what is blocking the deactivation. If you need help analyzing the traces I recommend you raise a ticket with Microsoft.
