Hello Forum Members:
I don't know how to access the XRM Library or the *.js Library. I want to build Custom Alert from scratch.
*Version: Microsoft Dynamics CRM (365) Version 1710 (9.1.0.10537) online.
Can anybody help?

I'm not sure what XRM Library and *.js library but I believe if you want to notify user you should check following:
docs.microsoft.com/.../xrm-navigation
docs.microsoft.com/.../setformnotification
You need to create JavaScript web resource where you need to write your JavaScript code and register in the forms, field in which event you want.
Go to top right corner settings icon --> Advance settings -->From the settings navigation go to customization and then follow below video -www.youtube.com/watch
Above shared link will be help you to write alert and you will get all the XRM method over there.
Check out my latest answer on the thread you opened before. I wrote an example for you on how to create a JS-WebResource and bring it into the system ;)
