I have the same issue and have tried to create a new test user with no luck.
Anyone with a hint of, what is missing?
I have followed the documentation from MS line by line.
I am seeing the same issue and suspect it is related to the settings on the Gov-Vendor-Public-IP line of ER MTD VAT WEB REQUEST HEADERS FORMAT. I think the KB Release video suggests this should be source IP for both Client and Vendor but this results in error.
Does anybody have any advice on what the External Service End Points should be?
Firstly, on the internet explorer, search with “ api public ip address” and you get the below search results:
Click on the link: Ipify and scroll to the down- we can find the IP address for IPv4
Copy url- https://api.ipify.org and navigate to Electronic reporting>> Reporting configuration>>Select- MTD Web request headers format UK >>Configuration>>set up

If the IP format above looks correct (not my actual IP) then perhaps my issue is elsewhere. I'll go back through the set up instructions again.

I had a smilier issue with an MTD VAT submission ERROR CODE 403. I have created a new test user, changed the Company TAX Code (Registration ID), and got the Authorisation code using the new TEST user login.
This should resolve the issue.
