As a part of localization ,below feature is available in CHINA .

I didn't understand how this featue is different with Database log as that feature also can be tracked user changes .
Any light from your end ?

I would recommend that you either contact the MS support or ask a developer to look at the code changes that are related to this Chinese specific functionality.

I don't think there is much difference between the two.
User operation log inquiry is based on the configuration of the database log, which puts more emphasis on querying and tracking the operation of a specified user. I think the generated report is more specific and systematic.

Do we have any functional document which explains in detail to understand more about the new feature as i asked ?
Can we use this feature for other LE's also ? or specific to CHINA only ?
The MS docs link that you shared above gives you already some initial information.
If you need more information then please try to contact the contributors of that page and/or open a support case with MS.
About your second question:
In general, country-specific features, such as the one for China that you refer to, can be made generally available if no other functionalities are in conflict with them. To assess whether a conflict exists and to make country-specific features generally available, you will need the help of a developer if you work in AX2012.
Please refer to what Ludwig said above. In addition, if you do not configure other entities, the user operation log is a specific function of CHINA legal entity.

I'm not sure that why i need to raise a support ticket to know the functionality which was developed by MS . Is n't MS responsibility to publish a user manual and share it with partner source or customer source forum ? If i follow as you suggested then many support tickets to be logged to know the basic or new functionality.
Mcrosoft has documented this feature but in general the whole product is not documented in a detailed level. So, if you wish to understand more about the details, you can either have a developer look at the code, or contact MS support. You can also send feedback to Microsoft about the documentation, by using the Feedback option that you find in the bottom of every doc page.
