I get this error message when I try to merge two Contact records: "Assignee has insufficient privileges. The selected {0} does not have sufficient privileges to be assigned records of this type. For more information, contact your system administrator."
No Log File.
The contacts both have the same Owner, which is a user on which all other merges are working just fine.

Hi,
When you merge two records, not only does the Contact records get merged, but also the child records. It is possible that the ownership error that you are receiving is due to child errors permissions and not the contact record.
I would check the privileges that the owner of the record has as well as the person performing the merge action.
Hope this helps.
Please refer to my answer here. You might get a clue:
Do you know if there are particular child record relationships I should look for? Or why it would fail on this merge and not others?
The issue may be with permissions on child entities. If a relationship has cascading ownership, and the child record has a different owner from the contact, then the merge will try and change the child record's owner
