Why can I not select a "Primary action type" in the Action in Power Automate

I'm trying to create a custom Action Card/Insight Card in Power Automate.

I have the Premium license and I'm system admin.

In the Action in Power Automate, the Environment (org) parameter load all the environments nicely and I can select one.

In the parameter "Primary action type" (previously called "Button type") nothing loads - why? any suggestions on what I've missed?

I'ld expect to see various action types e.g. "Open record" etc... but I can only select "Enter custom value".

Additionally, the parameter "Dynamic properties" pops up - what am I suppose to provide here?

You are clicking on the down arrow right?

Because as per Microsoft article you will able to see multiple options.

The Microsoft documentation says there are multiple options,but they are simply not there - and that is actually the question why the are not there?
