PSA v3 - unable to define bookable resources???

We just installed PSA v3 and I (as system administrator) am doing the initial configuration, following this series (Part 1-6): Dynamics 365 Project Service Automation - PSA's Basic Settings, Part 1

I am unable to define/access Resources in our system.  Viewing 'Resources' in the Project Service, I see only the 'Generic Resource'.  There is no [+ New] option for adding our Users as resources.  When I view the 'Generic Resource' the banner at the top says 'Read-only: You don't have access to edit Bookable Resources'.

I am a system administrator.  Would think that is enough, but I also gave myself the following roles:
- Project Approver
- Project Billing Administrator
- Project Manager
- Resource Manager

I have ensured the licensed users in our system have the following roles (among others):
- Project Resource

Is there something I am missing, or somewhere else I need to go to define our users as resources in our system?  We just upgraded to PSA v3 yesterday.  (old version of PSA was installed but not actively used).

We do not use Field Service, but have an old version installed (7.5.4.51), with status 'Upgrade available'.  Upgrading PSA was a bit tricky in our system, so I don't want to mess with upgrading Field Service right now unless that is blocking us from using PSA v3.

    Hi LynF,

    Check what licenses are assigned to your users.

    You need a full PSA license not only a Team Member License to add new resources.Typically only a couple of users need to add resources.

    Microsoft has started enforcing that recently (1st April).

    And as the documentation says: 'This feature is available in the Unified Interface only.'.

    Hi Lyn,

    I understand that you are facing this issue since the installation of PSAv3. Let me mention that Resource entity is a part of Unified Resource Scheduling solution. Whenever you install PSA/FS it will automatically install Unified Resource scheduling solution as its bundled in it. Could you please check the version of Unified Resource Scheduling. It should be above v3.

    These kind of behavior happens mostly when the URS is not compatible with PSA/FS. If you have any other organization, please check if you are able to reproduce the behavior and if URS is below v3 please upgrade either PSA/FS if the upgrade is available and that should fix your issue.

    Thank you for the responses.  It is helpful to know I am not missing something completely obvious.  We do have full, not team, licenses and updated versions of both PSA and URS:

    Just to close this loop.  Response from MS Support matched the work-around mentioned here:

    community.dynamics.com/.../cannot-add-new-bookable-resource-form-unified-interface

    Answer is to edit the 'Bookable Resource' entity (Settings->Customizations->Customize the System->Entities->Bookable Resource), make sure 'Enable for mobile' is checked, and uncheck 'Read-only in mobile'.
