Hi,
I've worked before with some products of Oracle. They offer DB API's and Webservices to allow external applications interact with the product.
Would Microsoft Dynamic offer the same kind of flexibility?

RMS does not have, but the replacement AX for Retail, and the modified/enhanced package from Retail Realm does have.
If you don't want to "recreate the wheel", there are many development partners that have integrations set up with APIs on the other end, each more or less applicable to connecting to different systems such as Ecommerce, Accounting/ERP, etc.
