Is there away to turn rounding off? I was able to manually change the extended price on the quote, but the customer invoices agencies that will not pay the invoice if it's rounded up, it has to be exact.

Allow me to distinguish between two things, the rounding options scenario provided above by Babu controls the prices of items, so that prices are rounded according to the policy that you setup when they are sold on the sales transaction entry window.
On the other hand, what you are talking about is related to the "Cost" on items, not the prices. In this essence, the rounding options configured previously will have nothing to do with the cost of items at all. Receiving the items is ruled by the number of currency decimals of the item, lets take the following example,
An item with a quantity decimals (2), and a currency decimals (2) as well, suppose that you receiving a quantity of (2.1) under a under cost (3.12), the extended cost is (2.10*3.12 = 6552), although, when entered on the screen the extended cost will be 6.55 as shown below:

You can define rounding option on the Item Price List options maintenance where you select rounding options to none.
Inventory >> Cards >> Price List >> enter or select an item >> Options
