Hi,
My client just upgraded to GP 18.3 and cannot paste a JE in from Excel.
I saw this info on the new upgrade

and we've double checked their setup. But keep getting the error:
We double checked the currency setup and the multicurrency setup
The client does NOT use multicurrency.

I would check the excel sheet is not using calculations with the results that are greater than 2 decimal places, this is typically the cause of the issue.
Just tested on 18.3 and was able to reproduce your error, even though the error report shows as 2 decimal placess, my excel sheet had 3 decimal places.

Thank you for your post. This is due to the feature change and will be fixed in the 2020-year end update.
The workaround is to format the cells in the excel spreadsheet to be set to “General”. You can do so on the Ribbon
OR change the cell format by right clicking on the cells on the spreadsheet > click on Format Cells > click on 'General".
