I have the row definition to set the value to 'C', However, the Revenue budget is showing as negative amounts. Therefore the variance is showing negative as well
I am going to answer this assuming this is a Management Reporter question. I think you need the XCR Print Control in your variance column.
Here is a screenshot from Help showing the Column Layout (where XCR is in columns D and E):
XCR works in conjunction with the row's Normal Balance column setting. For columns that have XCR and the row as Normal Balance = C, Management Reporter will "flip" the columns sign. You may need to tinker with your column formula to make sure you have it properly showing credit lines that are ahead of budget showing as positive numbers and debit lines that are above budget as negative numbers.
