Licences for Sandbox Environments

Can anyone confirm what is the licencing requirement for Marketing App in a sandbox environment
Our supplier set up (as I believe is recommended by Microsoft in their training modules) Development and UAT environments as Sandbox and Production
We have one licence for the marketing app
This seemed to be working fine.
Now I am getting a warning in Development environemnt that Marketing App is not licenced.
We are paying for one licence but appear to have two but I can't find anywhere that specifies that the second licence is assigned to our UAT environment, not or Development environment.
Can anybody explain how this should work?

    Hi Partner,
    When was your licence purchased?
    Based on Microsoft documentation:
    As of September 2023, application installation licenses are counted at the tenant level.
    Prior to this change, with the Dynamics 365 Marketing standalone license and installation model, each license was tightly bound to an environment to enforce the use of one license per environment. 
     
    It also mentioned the following limit:
    You can install the Customer Insights - Journeys app up to four times on any of your Dataverse environments.
    If you need to install either application more than four times, you can buy an additional instance of the base license to get four more application installation entitlements per app.

    Bought sometime in September / October to come in to effect in October / November.  We were loading data in October and went live in first week of November.  It appears I need to know the exact date to get the right answer! Hmmm?
