The environment of my business central has setup with wrong Country/Region how can I change this. please see the screen shot below.

As far as I know, there is no way to change the Country due to localization, etc.
Since this is just a sandbox, you can delete it and recreate with the correct Country/Region.
When you create a new sandbox (not by copying), make sure to specify the correct Country/Region.
If it is just the sanbox that is in the wrong region you should be able to just delete it and create a new sandbox.
As far as I know, there is no way to do this, as there may be localization feature for each version.
And in the MS Docs of Restoring an Environment, it is also mentioned that it must be the same country.

You need to contact your Partner and ask them to work with Microsoft on this. But I have noticed sometimes Sandbox created in different datacenter.
