Project Approval Deferral Issues

We have over 2,500 projects in SL.  One approver has level 3 approval on all of these projects.  If we configure approval deferal for this user to another and start processing, it takes a long time to complete (10 to 15 minutes).  During that time no one can login into SL and there seems to be a lot of resource blocks in the database.  Anyone else experience issues like this?

    I've never seen this issue. I'm assuming you are in BP delegating approval from one user to another?

    No, we're trying to do it in the SL client, in Approval Deferral RQ.450.00. Since I originally posted this question I opened a support incident.
