On click of an action button in NAV 2017 page, i want to open a web page. Also i have to pass some parameters in the url.

Go to "Help" - > "About this page" - > expand "URLs" pane:

Are you referring the external web page or NAV web client page, just use the HyperLink function and build the url and parameters accordingly?
