Simplifying milestone/deliverable tracking

Hi, 
 
I wonder if anyone can help. I am looking to simplify planning for our project teams and minimise duplication of effort. 
 
At the moment, I am aware that on the tasks tab, you can have a zero effort task which creates a milestone (in the tasks tab and gantt). However, when i do this, it does not create a milestone record which we could use to report across all projects? 
 
My question is, is there way to have project operations read the milestone tasks in the task tab (zero effort/duration tasks), and report them in the milestones list? (milestone list being outside of the project record, looking across all projects). 
 
Separate to this, I am aware that there is no baseline function within project operations at the moment. I see this is due for rollout soon, but I am wondering how people have been working around this so far?
