Bangladesh is not a supported country by Microsoft Dynamics. Probably there are local partners who created their own localization. On the appsource (appsource.microsoft.com) there is no local solution listed.
Unfortunately you've omitted the object of your sentence, i.e. what do you want to know in detail about the localization. Please elaborate your question.

I mean to say localization for Bangladesh is supported in D3FO ?
Please let me know the best approach for implement or upgrade from AX 2012 R3 to D3FO.
