It is a usual practice that we get commitment on the performance of any application implemented. Can MS commit on a specific performance with certain caveats like latency, bandwidth, amount of data download, number of fields on the screen? TIA.

I'd be surprised if any cloud based provider would commit on performance mainly due to the caveats you mention. There are too many things that can cause poor performance outside of the suppliers control. Generally the only commitment I get is on uptime and service level for fault/find/fix.

Thank you Ian, this is what I suspected. I'm trying to communicate this upwards and just need a more thorough answer to substantiate this claim.

Yes, I've had similar challenges. I'd ask the Finance Director or whoever is asking what they would like it to be and see if they have any idea what they're talking about.

Ian, do you know if MS have a whitepaper on performance benchmarks? If I can't get performance guarantees, then i'd at least like to know minimum requirements in terms of bandwidth, latency, etc. and resulting performance test results. I've looked online but I can't seem to find anything. TIA.
