Is it possible to sync data between Dynamics 2013 on-premise to OneDrive cloud?
Any out of the box integration? Or any other creative solution?

So at a bare minimum, if they upgrade to D365 v9.0, they will be able to integrate to OneDrive. Is this correct?
OOB there is not way to connect OneDrive with Dynamics 2013. Right now you will have to write your own code to do this integration.
I believe, Dynamics 365 is already out of primary support, hence it would be a good time to thing for an upgrade. D365 v9.0 is out for on Premise world. However if your customer permits, cloud is the future. You will get lots of options for integrations like MS Flow (with built in connectors for OneDrive etc) plus native integration with MS products like Teams and OneDrive. Even if you are on D365 onprem you will still use MS Flows via Data Gateways.

Thanks for the idea. When you say upgrade to dynamics 365, is there an on-premise version? Basically is there a way to do this while keeping an on-premise dynamics version?

There are no out of the box integrations for synchronising data between Microsoft Dynamics CRM 2013 and OneDrive. However, you can enable OneDrive for Business (on-premises) and enable OneDrive for Business (online) after upgrading to Microsoft Dynamics 365.
