What determines the entities that appear when using Set Regarding?

When using Set Regarding from an email in Outlook, the window appears differently for different people.  Mine looks like this.....

I have Case as an entity to search for.  Some other people have Opportunity as an entity.  What determines the entity that appears here?  Some of our people have nothing except Account here.
