GP 2010 LB_Current_Forms failed because path does not exist

We are installing GP 2010 on a new Citrix Terminal server, Win 2008 R2. We get the error LB_Current_Forms failed because path does not exist. It hen has us go through the Dynamics GP Utility. After the Utility we can launch GP from the utility and get in. But after that when we try to go in directly we get the error again.

If we choose not to run the utility, we don't get the log in screen.

Any help would be appreciated.

Discovered the error doe not occur if Run As Administrator. But we need this to work without that option.
