I cannot onboard MSDN subscription to Azure ARM to use in LCS

I tried to onboard my MSDN subscription Azure credit, following the steps here:

https://ax.help.dynamics.com/en/wiki/arm-onboarding/

But, I cannot find the user Dynamics Deployment Services [wsfed-enabled] on step 12.

Can you give me some assistance here? Also, I have one partner working with me, and they face the issue.

Possibly you are trying to do this with windows Live/Hotmail account.

In such case you cannot see Dynamics Deployment Service

You have to merge your O365 account with Live/Hotmail account before 12C step
