I submitted a import file with 5 rows and the file stuck on "submitted" I checked system jobs and that job is not present in the window.

But I only had 2013 on-prem to check right now.
There are, actually, two of them (the other one has "maintenance" added to the name) - just restart both and see if it helps
Usually, restarting the async service helps:
