Selecting Email Templates Only Displays Global Templates

I am trying to send a template that I created using the Template Type of Contact but when I try to insert a template into an email it only lists Global templates. Is there a setting in the configurations that I am overlooking?

    If you follow this guide and make sure you look at the notes at the bottom regarding personal and organization templates

    www.microsoft.com/.../create-templates-for-email.aspx

    Thank you for the reply. I have the template set as Organization but it's not listed. I have 29 templates, all are Organization, only 1 is Global and it's the only one listed.

    Thanks again Mark. I wasn't taking into account where I was when trying to view a particular template.  Meaning, I was in say a contact record looking for an account based template. Thanks for reference.
