Does Microsoft allow a company to buy the licenses and build out D365 without contracting a Microsoft Partner? If so, what is the criteria (if any)?

Yes, it is feasible to buy the licenses and build out D365 without contracting a Microsoft Partner, and without any criteria.
But the advantages of MS Partner are very obvious. From an efficiency point of view, I would recommend you contract a Microsoft Partner.
