The standard duties "Maintain vendor master" and "Maintain catalog" has full access rights on this form. When you remove them, persons are also not able to create or update vendors. You will need a customized or new duty containing privileges with create permissions at a maximum for the Vendors.

You can not delete a vendor that has transactions on it, so if you have purchased something from the vendor it can not be deleted... But do you want to make sure that you can never delete once it is created? What if something is added incorrectly?
Best option would be to use security permissions to handle this. Some administrative users can delete, but it is normally not available to the common user.
If you want to hard core never ever delete something, then the option to set the table or data source to AllowDelete = No
Change the AllowDelete property on the corresponding data source on the form to False
(If that's only for this specific form you want to disable removing a record).
That's if you are looking for a modification for all times, and not just as a security measure.
