Upgraded to a Windows 7 Machine when runing HQMANAGER it pops

Hi

Please help me to resolve this issue.

We have upgraded to a Windows 7 Machine and every time we try to run HQMANAGER it pops up and wants Administrator rights to run the program which we do not give to users, how do we get around it
