Solution Deployment not Overwriting Customization in Target

Folks,

I am running into a very strange situation.

step one: create a solution with an entity and a form in DEV environment

step two: export the solution as managed and import into UAT environment

step three: customize the form in UAT environment inside base solution, and only changes are to make some fields read only from read / write or vise versa

step four: in DEV environment, change the form and only changes are to make some fields read only from read / write or vise versa, which is different from the UAT settings due to new business requirements

step five: again export the solution as managed and import into UAT environment, selecting overwrite customization when importing, everything goes smooth

step six: when verifying, we still the form in UAT is NOT getting overwritten at all, all field settings are NOT aligned with whatever in DEV, but stays as whatever we customized in UAT previously

Can some experts explain to us how overwrite customization supposedly to work in this scenario?
