In order to utilize many of the new features like time cards and PO's there are quite a few new tasks/roles that need to be associated to the new resources, any ideas on how these can be maintained during a test refresh, this is very laborious and I would love to be able to not have to reset all of this up each refresh.

I think what you're asking is this:
As new windows/tables/SmartLists, etc become available because of new features, are new tasks that include those windows also created. I believe the answer to that question is 'NO'. Now, how to find the new windows so that you can grant access to them.
There are a couple of ways that I know of to do it. I'm sure there are more elegant solutions out there.
The first is using the faircom ODBC driver. With this you can read the Online Field Descriptions file and it will return all of the windows in that file. Get the 'before' file (old version), generate the 'after' file (new version), dump it to Excel and compare them.
The second method is to open a copy of the target dictionary in dexterity and run the 'compare' utility on the old and new dictionaries. That will show you changes in or new resources added to the dictionary.
