Clear cache, follow below steps, this happens when you open workflow for multiple environments from one machine.
To clear the ClickOnce application cache, follow these steps:
Click Start, click Run, type cmd, and then click OK.
Type the following command, and then press Enter: rundll32 dfshim CleanOnlineAppCache
