Phantomed BOM Lines

We have an assembly with multiple subassemblies.  One of the subassemblies is phatomed on the bill of material.  The phatomed subassembly shouldn't have a planned production order.  It should only be driving the components of the subassembly. 
 
Our dynamic plan is running as expected.  There is no planned production order.  Our default/static plan has a planned production order for the phatomed subassembly.  We are using planning optimization.  Does anyone know why it appears on the default/static plan?  Is there any way to change this?
