Why do I get Business Porttal 5.1 install error?

When installing the new Business Portal 5.1 released last week we are experiencing install errors.  We can load the base BP without any additional modules but when we load HRSS or Req Mgmt or any other module we get errors. Below is the error...

    Thanks for using the newsgroups.  What version of SharePoint did you install on?  Windows SharePoint Foundation, Microsoft SharePoint Server Enterprise, Microsoft SharePoint Server Standard, etc.  

    How many users and groups have access to your site collection?  SharePoint has a known issue when this number approaches 2000.  Below are a couple links referencing this.
