I cannot find Alternate/Modified Forms and Reports. " Microsoft Dynamics GP menu, point to Tools, point to Setup, point to System, and then click Alternate/Modified Forms and Reports". it's not there.

You are on GP 10. I believe it is just Tools->Setup->System-Security. What screen are you trying to open? Is it a third party product? If you modified a GP form you need to be pointing to the FORMS.DIC file which contains this modifed form. So, first identify the form and then modify your launch file to load this form.
In which user do you log in ?
Please check with either the (sa) or (dynsa) user account
Otherwise, if you are sure you are using the (sa) or another user with equiviliant access, get to the screen the other way round by going to Administration series button and then go to Alternate/Modified Forms and Reports on the Setup content pane
