Customer Insights doesn't create users who don't have users on the Dynamics side when exporting to Dynamics, but how do I get them to create user records if they don't?

I'm not sure I fully understand your question, could you provide more information and the steps you are doing? Are you exporting to Dynamics Marketing? If yes, are you using the connector?
As an alternative to export, you can also try the Dataverse based integration between Marketing and CI that is now available. Read more here: docs.microsoft.com/.../real-time-marketing-ci-profile

I'm talking about this limitation.

With this limitation, new customers will not be available for Marketing.
So I want to make new customers available for Marketing.
In my earlier message I added a link to another way to use CI segments in Marketing. If possible, can you check if the new approach addresses the issue?
